This paper aims to identify the current situation of the population with disabilities in the municipality of Manizales (Colombia) from a highly complex social perspective due to the impact generated in the development of strategies to meet the needs of this population. Strategies in which the State intervenes as the main guarantor of the fulfillment of the fundamental rights of persons with disabilities, in terms of inclusion and accessibility. In this order of ideas, the purpose of this diagnosis is to approach the issue of disability from a sociodemographic perspective, as an issue that concerns not only the immediate environment of persons with disabilities, but also a problem of public attention that is the responsibility of the State. For the purpose of characterizing the population with disabilities in the Municipality of Manizales, aspects such as accessibility, autonomy, social, cultural, educational and labor inclusion, as well as equal opportunities for all citizens are considered from a theoretical point of view, which represents an inalienable value common to all, as well as an essential factor for the recognition of the fundamental rights and freedoms of persons with disabilities.
