The Innovation Development Model for Public Service Management of Sub-District Administrative Organization in Nakhon Ratchasima Province

Résumé

This research aims to decode the learned lessons of innovation in public service management in the sub-district administrative organization in Nakhon Ratchasima province and to develop an innovative model for public service management in the sub-district administrative organization in Nakhon Ratchasima province using qualitative research. Key informants were selected from eight specific target areas that have been awarded by government sectors for being an outstanding organization of public services and are recognized by both the sectors and the public. Data were collected using structured and in-depth interviews with directors and local management practitioners as well as non-participation observations were conducted with 40 participants in total. Data were analyzed using local and overall classification. Research results are presented using descriptive writing.


The results of the research are as follows: 1) the learned lessons on innovation in public service management of the sub-district administrative organization in Nakhon Ratchasima province found that Ⓐ the innovation development process for public service management of all eight sub-district administrative organizations in Nakhon Ratchasima province has seven steps related to the innovation development process consisting of; 1) analyze of local potential 2) develop team 3) build engagement 4) innovation follow up, 5) success evaluation, 6) coordination and 7) cost-effective resource management. Ⓑ Techniques for the innovation development of the sub-district administrative organization in Nakhon Ratchasima province consist of four techniques, namely 1) study-visit to develop work 2) effective communication, 3) exchange of knowledge, and 4) network integration. Ⓒ There are four success factors in the innovation development of the sub-district administrative organization in Nakhon Ratchasima province which are 1) change leadership, 2) strong organization culture, 3) new human resources development, and 4) suitable geographic environment.


2) the development of the innovative model for public service management in the sub-district administrative organization in Nakhon Ratchasima province by synthesizing the similarities of the following aspects the innovation process for public service management in the sub-district administrative organization in Nakhon Ratchasima province consisted of five steps; Ⓐ 1)analyze of local potential 2) develop team 3) build engagement 4) innovation follow up, and 5) success evaluation which concluded as the ADBFE Model Ⓑ the techniques used for innovation development of the public service management in the sub-district administrative organization in Nakhon Ratchasima province used three techniques which were1) enhancing experience from study visits to application, 2) communication proactively, and 3) joining networks resulting in the Triple Technique Method. Ⓒ The three key success factors of the innovation development of the public service management in the sub-district administrative organization in Nakhon Ratchasima province were 1) change leadership 2) strong organizational culture and 3) development of new human resources. Ⓓ The one formula for the success of the innovation of the public service management in the sub-district administrative organization in Nakhon Ratchasima province was the innovation of the provision of public society for the sub-district administrative organization in Nakhon Ratchasima province which formulated from the combination of the five steps, three techniques, and the three success factors together.
